Rapid growth in the digital economy has precipitated discussions as to how this new borderless economy ought to be taxed. In Malaysia alone, the digital economy contributed more than 18% or RM260 billion of GDP in 2018. As the rate of digitalisation continues unabated, the Organisation for Economic Co-operation and Development (OECD) has released the much-anticipated Blueprint for Pillar One and Pillar Two as to how taxing rights ought to be “shared” between countries.
